UPU warns uncoordinated customs changes put postal corridors at risk

UPU Director General Masahiko Metoki urged member countries to coordinate new customs rules in advance. US mail volumes fell 70% in the month de minimis ended, more than 40 countries paused shipments to the US (about 30 corridors have since reopened), and inbound EU tonnage fell 31% in July 2026 when the €3 duty began.

Certis24 view: data readiness is now a condition of market access for every post. Operators that prepare early keep their corridors open.

PostNL: Asian webshop volumes down almost 32% after EU customs change

PostNL’s third-quarter update shows international volumes, mainly from Asian webshops, fell almost 32%, largely because of the new EU customs rules from 1 July. Platform volumes fell 13.1%, domestic eCommerce grew 2.4% and mail volumes fell 3.6%.

EU €2 handling fee and product identifiers start on 1 November

From 1 November 2026 a €2 EU handling fee applies to each item type on a B2C import declaration, on top of the €3 duty, so each item type now carries €5 plus VAT on the fee. Product identifiers such as a SKU, catalogue number or barcode also become mandatory, and goods without them will not be cleared. Italy’s own €2 national fee is now expected on 1 December 2026.

Certis24 view: landed costs into Europe rise again. Check data quality and pricing with carriers and marketplaces before peak.
